How do I acquire access to the Member kit?

I was looking around on here and couldn't find anything about how or even if I could acquire this Member kit from the spawn menu. If anyone could let me know I'd be grateful.

Is there going to be anyways in the future to get access to it like winning events etc. ?

Yes - I will also be making it available for purchase from Traveling Trader sometime in the future.
